This site, formerly occupied by a garment factory, is located just off Frascati Road, close to Blackrock village. The site is largely surrounded by private housing, with only very restricted access possible from Carysfort Ave and from the narrow roads to the rear at Brookfield. These restrictions led to lengthy but ultimately successful consultations with the Local Authority for initial phases. However, later phases of development were only made possible by direct land ownership 'swops', initiated by Tony Horan, which facilitated the widening of the public road at Sweetman's Avenue.

Initial scheme studies commenced in the mid-1990's: the buildings were designed to enable a phased construction programme, but also to ensure that a broad flexibility of unit sizes was achievable. This possibility continues to yield a high level of satisfaction for both tenants and landlord.
